Yes, I fill my tank with tap water and don't use dechlorinators etc.
I think this answers your question, but correct me if i'm wrong?

i had some java moss in a tub on my window sill in normal unconditioned tap water and it still grew like crazy lol now its in my tank so yeah IT LIVES
