Black beard algae in my tank?

You need to lower the nitrate. Earlier it was stated that the tap water is zero nitrate, so that means all nitrate is occurring within the tank. The fish load is not excessive though this is only a 5 gallon tank. Are you overfeeding? Vacuum in to the substrate thoroughly (except around plants), and keep up with major water changes. Are you adding any plant ferts?

The only way to combat BBA is to find the cause and eliminate it. Light is the other possible here, as we've previously mentioned. And the white substrate...this is a small tank, would you consider changing the substrate for a dark tone sand or fine gravel?
