Betta With Inflammed Spot At Base Of Dorsal Fin

Hey Guys,
I'm kinda new to this, but I have had a slight problem with my crowntail betta. I just got up this morning and he had this huge what looked like and inflammed spot at the base of his dorsal fin. I also noticed that he had somehow torn off half of his dorsal fin. I'm wondering if he got in somewhere and damaged it somehow, although all the ornaments are smooth. He is still very active and eating well. But I'm just worried that if it is something bad and it gets any worse I wouldn't be able to do something about it. He isn't showing any signs of scratching or irritation either.
My main question is on how to go about treating this because I don't know whether it's a bacterial thing or not. I did do a 60% water change today after having cleaned his tank with a 75% water change about 4 days ago, so the water wasn't too bad and added in some aquarium salt and stresscoat by API just to help with his damaged fins. Other than that I have no idea what to do or how to fix it. He's just such a pretty fish and his fins have matured so beautifully and it hurts my feelings to see this happen.
He is currently housed in a 10L tank with a filter and heater at 26 degrees c and all my parameters are in check.
Any feedback would be extremely valuable and taken into account.

Try Melafix by API. If this is finrot, which it sounds and looks a bit like, Melafix should help.
 
I wouldn't advise using Melafix (sorry to disagree with you, Harpy!). It's only useful as a preventative, not once any infection has set in, and it shouldn't be used anyway with bettas, as it can affect their ability to breathe form the surface, as it's oil based.
 
I would try and get a proper anti bacterial medication. I'd recommend Myxazin or Esha 2000, but I don't know if they're available to you :/ 
 
As to the cause; do you have  heater in your tank? Your fish looks like he might have burnt himself; it's very common for some fish to hide or rest on or near heaters and burn themselves. A heater guard will stop it happening again, if that's what it is.

Sorry to have given false info... that's the great thing about these forums, though, people will tell you when you're wrong! :)
