betta finn loss help

I have had my Betta fish for a few months and recently had to move out of school because of the virus which meant driving 4 hours with my fish, he seems mostly fine but when looking at old pictures of him his fins looked a lot healthier before. I attached an old picture and a picture now. Is this fin rot? and if so should I use aquarium salts to help it or no? Also he is a blue mustard male so his fins should be yellow but they never have been, and they seem more see through now then before so I'm not sure if thats the fin rot or something else but I would like to enhance his colors if anyone has suggestions on that!!!

Definitely seems like fin rot. What is the size of the tank, and how often do you do water changes? What are the parameters?

When he is kept in ideal conditions his colours will become more vibrant.
