Betta Color Change and droopy fin

Hi Everyone!

I just recently got a betta who is living happily (I hope) with two snails and about 8/9 Ghost shrimp in a 10 gallon tank with a filter. I check the temp a few times daily and it tends to hover around 75 degrees so I have not yet had to buy a heater though I plan to. I have a few questions:

1) When I first got him he has a blue and red body with red and white fins. Now the white on his fins are turning a light blue (see images). Why is this happening?

2) His top fin kind of curls down (see images) and has since I got him (about a month ago), is this normal?

Isn't he! I saw him at PetSmart (not the best place to buy bettas), but I couldn't leave him there, he was definitely the most active.

He is very active and seems pretty chill with the shrimp and snails other than a couple nips on the first day!
 
Well he was living in a bad place so he looked very poor because it. You brought him home and give him a great home to enjoy, explore and thrive. So now he has his colors and finnage are as they should be. He is a beautiful betta. The only thing I would have to say is that water temp for a betta needs to be a bit warmer than 75 more closer to the 80.

I agree with @Utar you don't really want the temp being any less than 78. The betta will lose his colouration and become lethargic when cold. It'd be worth getting a heater, especially as temperatures at night will drop below 75
