Best Way To Stock Tank

I'm planning on 16 Pseudotropheus saulosi in my tank but finding it hard to obtain that many in one go. My question is....is it better to put all the suggested fish in at once or could they be added in groups (1m + 3f)?

Also, the tank has been cycled to handle 6ppm Ammonia so how would that work if a small number of fish were added? Would the filter keep that up or not? In other words, would the filter capacity drop to the smaller level due to the lower Ammonia input as adding extra Ammonia is out the question once fish are in?

All at once would be the best, maybe you can special order the group at one time through your shop. If it were different species it would just be a matter of least aggressive to most. Outside of ordering them all at once, having smaller tanks to keep each group in would be the next best thing.
