Best place to put my plants?

Hello, my plants are going blackish, I was wondering the best place to put them in my tank for them to grow, they still have the metal band and tissue looking stuff around them at the bottom if that stops them growing? Thank you for help

You should have removed the packing stuff before planting them...remove it, replant, and trim off the deteriorating leaves, see what happens
 
If those are amazon swords you may need deeper sand. They do good with a sand layer of around 2in
 
it looks like you purchased plants grown emersed(on land)
they have to cycle through their old leaves and grow submersed leaves
 
How long are the lights on for?
Are you adding any aquarium plant fertiliser?

You need a picture on the back of the tank to make the fish feel more secure. You can get these from pet shops or online, or use a piece of paper, card or plastic and just tape t to the outside on the back of the tank.

You need some floating plants to make the catfish feel more comfortable. Water Sprite is easy to grow and control, and if it grows too much, you can plant it in the sand where it grows into a lovely light green shrub.
