Bacteria Or Fungus Infection?

Which one does this fish have? It has this white stuff growing around it's eye and body. There are also red spots apparent in various spots around my fish. One example of the red spot is right below the top fin. You can see it in this pic:

Can you tell me more about the environment the fish is in? Size, how many other fish, the last test readings etc? There a disease called lymphocystis which can produce bumps similar to the ones I see on the dorsal and at the first ray of the anal fin. This can be viral but it can also be caused by water quality issues as well.
 
A fungal infection is a secondary infection that results from untreated bacterial or parasitic infections. So I'd go with a broad spectrum antibacterial antibiotic for a start.
