Are These Lights Good Enough?

I have a 20-g H, with an 18" long flourescent bulb that is 15w, 2800K. Is this enough, or do I need to go up to 6500K? My plants aren't doing as well as they were, say, a month ago. Just wondering if this is the problem. I've fertilized them weekly with a liquid fert (the brand escapes me right now).

I have read them, and I think it'd be better to go up to the 6500K bulb for the plants, I just don't want to have to get a CO2 system going. Do you think it will be ok without one of those? (I'm VERY low-tech! )

Yeh, you shouldnt need CO2
