Air pump - Do I need one?

Some of you may know that I've got a 40L tropical tank, that I'm trying to get right.

I've got plants coming soon, but just wanna know about air-pumps. I've been reading online about them and it's very confusing if I need one or not.

How do I know if my tank has enough oxygen or is it best to have one connected into the tank to ensure they is never an issue :/

Are you planning on having fish or just a planted tank? Also what type of filter do you have is it a HOB?
 
I've got 3x Guppy and 8x pearl danios in my tank at the moment.

Aqua-flow 200
 
As @Metalhead88 pointed out you need surface agitation to help with the exchange of gasses. Some filters provide enough so you can go without an air stone and pump. On my bigger tanks I like to have both.
 
The Aqua-flow 200 will provide all the surface disturbance you need.
