This is my fourth betta, and Iā€™ve never seen this before. I recently battled ich, and I have no idea what this might be.
Help please!

Iā€™m no expert but looks like some type of fungal growth or infection to me
 
A safe bet would be to do a full spectrum treatment. That means antibiotics, antiparasitics, and salt. I use API E.M. Erythromycin for bacterial infections, API general cure for parasites, and Kosher Salt as my aquarium salt.
 
Can we get some pictures of the fish under normal white light and not blue?

It looks like a scale that has lifted but I'm not 100% due to the colours in the pictures. If it is a lifted scale, it should be fine without any treatment.

Check the water quality and do a big water change and gravel clean. Then get some better pictures.

Thanks for your reply, today the area on fish is flatter rather than loose looking.

can't tell from the pictures but I would do a 75% water change and gravel clean the substrate every day for 2 weeks. And I would add 2 heaped tablespoons of rock salt for every 20 litres of water. Keep the salt in there for 2 weeks.
