A Couple Problems

Hello all, I have a few issues.

1. I bought (2) clown loaches yesterday afternoon. One seems fine, spending most of his time hiding in the foilage and the log. The other immediately "sat" on the log after I introduced him to the tank and continued to rest on his side for 1-2 hours. I checked on him periodically, and he seemed to spend most of the evening laying in the corner of the log. This morning I woke to find both of the loaches swimming about normally, and they seemed happy and healthy. I noticed that the "lazy" loach had a slightly white discolored film on his body and fins. It isn't present on the other more active loach. I have also noticed the same type of "soap scum" on the black-tail catfish and around the gills of the betta. It isn't a white opaque film, more clear and it almost gives the skin/scales of the catfish a textured or plateaued appearance.

2. One of the austrailian rainbow fish was resting in a plant respirating quickly. He now has a "slow" wiggle type of swim, almost seems "loose" and "floppy" in appearance as he swims. He will get caught in the powerfilter current and get tossed about the cage. I don't see the same type of behavior with any of the other rainbows. (however they do seem lathargic and don't school.)

3. The blue-fin tetra do not school and seem to be constantly hiding in foilage.

4. Overall, it seems that most of the fish fight and chase each other around the cage quite often. Is this normal?

I currently have a 29 gallon tank with a 40 gallon power filter, heater, gravel, plants, and a plastic "log". I use city water with a de-chlorinator for water changes (40% weekly with gravel siphon). The fish in my tank currently:

(1) Black-fin Catfish
(3) Austrailian Rainbowfish
(3) blue-fin tetra
(1) Male Betta
(1) Male Dwarf Gourami
(2) Clown Loaches

I did a water test on Sunday after the water change (strip test) and all was normal, nitrates were slightly elevated, nitrites were well within limits, water was very soft, and the pH was ~8 as normal.
 
That tank is far to small for clown loaches they need a 90gal tank, need nitrites as clown loaches are very sensitive to water quality, and also they are prone to whitespot which sounds like you could have a parasite, need stats.
Any excess slime on the gills or body of the fish.

Any flicking and rubbing or laboured breathing.

Wasn't aware that they needed a larger tank. I know a few people who keep clown loaches with a tank smaller than mine! I know that they prefer to school and it's good to have 5 or more.

The clown loaches will rub against each other at times, and I have also seen the rainbow fish do the same. What is a normal respiration rate for the loach?

I find it strange that my fish won't school (at one time I had 6 rainbow fish) as one fish always seems to be "domianant" and chase around other fish.
