15 gal tall (13x13x19) stocking suggestions

Hello! I have a well established 15 gal column tank (13x13x19) that is heavily planted and well filtered. I need some stocking suggestions. I do currently have 1 3" albino pleco in the tank.

I would like a setup where I can keep as many fish as possible while keeping the fish happy and healthy.

Below are a few separate options I have been considering:
-1 male betta and 7-8 dwarf rasbora
-3 female betta and 7-8 dwarf rasbora
-7 male guppies
-5 dwarf puffers

Any other suggestions?

You asked about the puffers in another thread, and they are one good option, but 7-9 of them, and remove the pleco.

Male bettas are not community fish, so a male Betta would be it for fish. A female sorority I will leave for the Betta folks who know more about this.

If more active/interesting fish are wanted, we need to know the GH and pH. The best fish here will be nano species if you want to have some action going on, and they will often be wild caught with a more demanding parameter range.
