So I had a problem with an Ammonia spike and since got the ammonia to zero. Today I added 3 Sterbai Cory catfish. I also added 2 Flower Shrimp. Both died with in minutes. The Sterbai are still active. I added Flower Shrimp like 2 weeks ago and they died in Minutes. Then again I added shrimp and they died in 2 days. Today again they died in minutes. Fish live.

Only thing I can think of is my Water flow on the canister filter is only half way.
 
Dying that quickly sounds more like they where not acclimatised properly, generally drip acclimatisation is reccomended for shrimp.
Or it could be posioning, have you used copper based procducts in the tank in the past either medication, high fertilizers or snail kill?
 
You may have something in the tank the shrimp can't survive. Tap water contains copper too. What dechlorinator are you using?
Also, not acclimating properly as advised above can cause shock and death.
