For a cycled tank the ammonia and nitrite should be zero (0). The nitrates should be kept as low as possible with weekly/bi-weekly water changes. I think it's recommended to keep nitrates below 40ppm. I don't know if it's possible to have nitrates = 0.

I don't think that you should do a 100% water change. You should try not to distrub the gravel once your cycle is finished. If your Nitrates is less than 40ppm you should do a 20-50% water change. If Nitrates are greater than 40ppm the most you should do is a 90% water change.
Why not try fishless cycling? I'm doing a fishless cycle with my 125 gal fresh water tank. There are very good pinned articles on fishless cycling. That way you don't kill any fish.
