I'm setting up my new tank today and need to know - do I need some cactus soil or similar or will 5 mm gravel be ok?

I am planning to have 5.8 kg of substrate in a 50 cm x 50 cm tank (60 cm high - 150 litres) then adding small dorset gravel. How many kilos of gravel is needed? I want a total depth of about 3 inches. Is this enough? I'm going to have 2 x 30 whatt bulbs.
