So I'm making an underwater waterfall and to do so I had to carve styrofoam and then coat it in cement. Now I need to paint it to add the realistic feature to it. I was wonder is there is a spray paint that I can use that is safe for aquariums and able to be used on cement.
 
Although not a spray, you may want epoxy to seal the concrete to prevent any leaching. Otherwise, Joey Mullen (King of DIY Fishkeeping [YouTube]) recommends Krylon as being aquarium safe.

I watched that video and most of the things that I looked at of spray didn't say it could be used on cement. Do you think it will still work?
 
I think you really need an epoxy base over concrete, then you could apply a spray if needed for color enhancement. You want/need to seal the concrete to prevent unwanted leaching.
