What is going on with the temperature?

Update- been in for three hours set at 28C- nothing- the heater tube is cold the thermometer is just temperature of the room- 22C. Have not seen heater come on at all... so am going to assume it is faulty?

The orange light that came on is the heater light saying it is warming the water up. Normally they go on for a few minutes then off, then come back on, then off. However, if the heater has been set to 28C and the water temperature has not changed in a couple of hours and is still on 22C, then the heater is faulty and should be replaced.

Update: went to LFS and got a new heater (not Biorb) hit 25C in two hours Thank you for all your help!
