I recently got a tire track eel and peacock eel. not in the same tank. I know they dont like brightly lite tanks so , Are the duel bulds ( white and blue) safe for them  ?

More detail about the tanks aquascaping and lighting would help us answer this specifically, but I can offer some general comments.

Most fish we maintain in freshwater tanks are forest fish that occur in dimly lit waters.  So in general, less light is always better than bright light.  When one has live plants, the light obviously must be sufficient for the plants, and there are ways to keep this down that I won't get into because you haven't mentioned needing light for plants.  So minimum light sufficient to be able to enjoy the aquarium is all you need.
