Tank Biofilm.

So I MAY potentially be getting a different tank in my kitchen.

It currently houses a betta and six black neon tetras.

It is a second hand tank but was only used for a very short time, and has been empty for a while.

It obviously has no biofilm on the glass, would this therefore mean it would be a bad move for my black neons? I do have a 180 litre they could go in, however although it is heavily planted, it is also well stocked with fish, and ideally I wouldn't want to add anymore fish.

I don't really get what you mean? All you need is a mature filter, the glass doesn't matter. You would just need to pinch some mature media from your other tank and you're ready to go!

I know neon tetras are particularly sensitive to new tank setups hence it's recommended to introduce them to mature set ups (6 months +) as they also thrive off of the tank biofilm.

What I don't know, is whether this information is also true to the black neon and therefore whether it would be detrimental to the group if I move them?

I've never kept black neons but, as far as I'm aware they're not as sensitive as the true or green neons.
