The proportion of total ammonia (that is, ammonia and ammonium) is dependant on both temperature and pH. There is no specific pH where all the total ammonia is all ammonium, it is a sliding scale where the lower the pH, the more that is in the ammonium form. Our test kits measure total ammonia but there are on-line calculators to work out how much ammonia we have. https://www.hamzasreef.com/Contents/Calculators/FreeAmmonia.php Set salinity to zero, and add your pH, ammonia tester reading and temperature. The box "NH3 concentration" tells you how much of your tester reading is ammonia. Play with the calculator changing the pH and you'll see the NH3 concentration change.

It is usually said that nitrite is the same toxicity at all pH values, though there are a couple of studies from a few decades ago that say it is less toxic at one or other extreme (I can't remember which). However, most other people think their results were due to other parameters changing besides the pH.
