Skirt tetras chasing each other

Hello, I have 9 skirt tetras in a well planted 20 gallon long with stable water parameters. The problem is that they keep chasing each other. I was wondering what I should do?
 
This could be simple spawning activity or bullying. Are fins being nipped, certain fish constantly being chased and forced to hide? Are the bullied fish get pushed to the corners of the tank and are they staying at the surface?

Can you try taking a video of the chasing and post it here?

In my opinion 20 gal ( 2 foot ) is too small for Skirt tetras
 
i have to agree with nick. these are active fish that need space to swim. when confined to smaller spaces the could become frustrated or aggressive towards fellow tank mates.
