sick seprae tetra with bulging eye

Today, I just noticed that one of my seprae tetra got one bulging eye. This fish has been swimming by itself for a few days now. I had total of six tetras in a 29gal tank. I'm going to change the water tomorrow. Is there anything I do for my sick tetra? :( I also noticed that the tip of its top fin is white, and it always swimming at the top half of the tank, while other fishes are swimming on the bottom.



 
isn't that pop eye? looks like it to me. and also the white stuff on its fin could be either fin rot or fungus you might want to give it a closer look. and host a picture a little bigger on the side cause I cant see the top fin from both of ur picture :(
 
sounds like popeye to me, which is a symptom and not a disease.
treatment is with primafix of melafix. however you should find out what disease is causeing the popeye, and treat accordingly.
 
Serpaes are supposed to have white trim on the fins, make sure it's not just part of the markings.
