Post pictures of the fish that clearly show the problem.
Test the water quality for ammonia, nitrite, nitrate and pH. Post the results (in numbers) here.
Do a 75% water change and gravel clean the substrate every day until the matter is identified or resolved. Make sure any new water is free of chlorine/ chloramine before it is added to the tank.
Clean the filter if it is more than 2 months old and hasn't been done in the last 2 weeks. Wash filter materials in a bucket of tank water.
Increase aeration/ surface turbulence to maximise oxygen levels.
How long has the tank been set up for?
How long has the filter been running for?
Have you added anything new to the tank in the last couple of weeks?

Do not add medications/ chemicals unless you know what the problem is because they usually do more harm than good. And 90% of fish health issues are caused by poor water quality that can be fixed with big daily water changes and improving filtration.
