my albino cory is just sitting on the bottom of the tank, and only moves a little bit if another fish comes close. My other 3 corys are fine and pretty active. I have noticed that its head is kinda reddish on the sides, so I did a ~20% water change in case any chemical imbalance were the reason, but it is still not moving much

It is not gasping for air, and his gill movement looks ok, not too fast, not too slow. I have an air pump so there should be enough O[sub]2[/sub] available. I want to say it is gill disease of some sort, but I'm not sure.
