Sorry for being a noob but i wanted to ask this question, suppose you enter a pic of your fish and it does not win that particular months comp, can you re-enter the same pic, ie the same fish in the following months comp?

yes . as far as i remember the only real stipulation regarding the fish is that it must be a fish you actually own .

Yes you can indeed.

The rules do specify that if you win, you can't enter again for at least 2 months. However, if you don't win, theres no problem entering again the next month.
