Yes the guppy in the picture appears to be pregnant.

Female livebearers (guppies, mollies, swordtails, platies) are normally pregnant, especially if they have been in a tank with a male during the last few months. The females carry up to 6 sperm packets in their body from previous matings and use 1 sperm packet to fertilise each batch of eggs. They carry the eggs and babies in their bodies for about 4 weeks before giving birth to free swimming young called fry.

If the adults are well fed and you have lots of plants in the tank, the babies will be able to hide from the other fish and you can scoop them out with a small plastic container and put them in a breeding net or another aquarium.

The babies eat anything small and you can buy special fry foods from pet shops or crumble up some of the fish food you feed the adults and offer that to the young. Newly hatched brineshrimp is a great food for baby guppies and you can get eggs from a pet shop or online and hatch them at home when you need them.

Its a female guppy of course its pregnant, I read some place female guppies can get pregnant at around 4 weeks old.
