The scientific name Poecilia reticulata is a guppy. It is more correctly a wild type guppy. The sp just means that it is not already described by the scientific community.
 
As I understand it the cf. means that it is similar to, but not confirmed as being.

It is not normally used in cultivated or hybrid forms.
 
Yeah, the name is suggesting this is a new wild form...but if you look at the tails of the fish in the photos, they don't look wild with that variance.

I'd say they are tiger endlers like OldMan said, but dunchp is right about the implications of the name, I just think it's been mis-named for whatever reason.
 
My own opinion is that the reason to create confusion is obvious. If you don't know what you are looking at, you might believe that this is just an undescribed wild fish. Nothing could be further from the truth.
 
I thought as much, but didn't want to accuse anyone :p.

Still, lovely looking fish though.
