I am about to get plants for a tank that I don't have fish for yet. Should I go ahead and plant my plants or should I wait and float them in another tank till I get the fish?

Plant them when you get them; it's better to get them in and established before you add fish. It's okay to cycle a tank with plants in.

Okay thanks should I fertilize when I put them in also or wait for fish?

Yes, add some fertiliser if you have it. The plants are more likely to need fertilising before you add fish, as there won't be any fish poop for them to use instead.
