Odd White Algae

What is this stuff?  It looks similiar to the normal white fuzz on the new driftwood, but it's on the heater and it's suction cups. The tank is cycling, so I can't give parameters. No ferts or co2, the only lighting is a couple of 20 watt CFLs. (Temporary)

Is it a new heater? Sometimes things like plant, bacteria, or free substrate can build up in a white gunk on old filters or heaters.

I could take out the heater and scrub it in something like vinegar.

The same is happening on the other heater (Opposite side of the tank) and both of the airline tubes. The tubes like like they have spores on them instead of the slime/hair growth on the heaters. They aren't bubbles, I checked. The tubing is silicon, I've used it before without problems in my other tanks.
This tank is huge, and took forever to set up, I'm desperately hoping this is a temporary thing..especially since the fish going into it will be on the pricey side.
The pale rim around the suction cup is the slimey stuff:

The dots are the spores. They are raised and look hairy:

 
The other heater is getting white 'hair' in the exact same place, but it's too small to photograph at the moment.
 
EDIT:
This guy on YouTube has the same thing, just more mature, on his suction cups. I might consider removing mine altogether.

Searching through other forums (I hope I'm allowed to post them here, I check the rules and it seemed okay) people have the same problem. Air tubing, and suction cups only.

It's referred to as a bacterial buildup, harmless, or "mystery gunk". I'm going to go violently scrub every surface it's touched.
If I need to remove the links, I will.

I had the same problem, and it seemed to be solved by doing just what you're doing. It seemed to be harmless, and it didn't effect my guppies. At the same time, I would still keep an eye on your fish and plants for possible infection.
