For a small tank like that, if I were you I will choose to plant some mosses on a piece of drift wood. Why I choose to plant mosses only? You do not need to invest much in good quality gravel, lighting and even the CO2 kit. Mosses can grow in just sufficient lighting, without CO2 kit too...

What you need is get a piece of drift wood and tie some mosses on it and leave it in the tank. Get a simple lighting at about 10W should be enough. Get a bottle of liquid fertiliser and a filter (you already have that). You can start with rearing some small fishes like guppy, etc. Or you could try to rear some shrimps like red cherrry shrimps... :)

I don't use hood in my tanks and I have no problems with that... :)

Enjoy ya... :)
