You can load the tank first around 10ml and then do 5ml consecutively. Key is to be persistent.
The bba will soon turn red and die off. If it doesn't. Then your co2 levels are still fluctuating. You have to find a good balance
 
bit worried about dosage as some sites say u can get fish losses   5m is normal dosage according to bottle for 200 L
 
bit worried about how much excel to use as some places say u can lose fish , so how much and how often is a worry

is it better to put in syringe and place on the affected rocks etc?
 
Yes, Just balance your dosing and you'll be alright. You can put it in a syringe for accurate dosing but for spot treating it won't really affect it. Since there will be water flow.
 
It has a relatively short half life in the tank, mainly as it reacts with stuff. For CO2 supplementing it's aimed at daily dosing, without any particular end point, so you can go until the algae does.
