Is My Neon Tetra Sick?

I recently noticed that my neon tetras have some white on their fun but it's only on the bone looking thing not the fin and they also have some goldish dots on their upper spine. Are these diseases?
 
From the description, I am not sure if this is ich,
Neon Tetra Disease, or possibly a fungus.

Can you post a picture, or a link to one?

If his spine is curved or starts to curve, it's definitely neon tetra disease, Which is sadly fatal and incurable.

And I agree with Colin, Your neons look OK.

Some of the first signs that A neon is feeling under the weather are greatly reduced activity, very rapid breathing, faded colors, and /or separating itself from the school.

I see none of that in your fish. :)
