It is a male, so not pregnant.

It's difficult to know exactly what might be wrong, but you should separate it from your fish, if you can, in case it's infectious.

does it have little tiny red or white hair like things sticking out of its butt? if it does then it has worms.

White speckling on the belly could be natural colouration if the fish has different coloured parents.

A distended body shape like the fish in the picture is something internal. Either a weird genetic defect the fish had from day one, or a tumor/ growth or masses of intestinal worms. You could try treating all the fish for worms and see what happens. If there is no change after deworming the fish, then it is most likely a tumor. However, even if it is a tumor, the fish can still live with it for a while. As long as the fish can swim normally and is not struggling to swim up or down, and is not falling over onto its side, then it should be fine. When it stops eating normally and or has trouble swimming, then you euthanize it.
