Has my cycle stalled?

I set up a tank 20 days ago now, and feel that it is time for Dose 3 - the snack dose, but also have a small concern about my nitrate levels.

I will post my test levels as I have read them, but do note that my test kit is minimum 5 years old.

Day 1 - Still water in a clean tank
Day 2 - Added clean gravel, filter and air

Day 3 - 0 - 0 - 0 - 8
- Added Ammonia to 4ppm
Day 4 - 4 - 0 - 0 - 8
- Added heater
Day 5 - 4 - 0 - 0 - 8
Day 6 - 4 - 0 - 0 - 8
Day 7 - 4 - 0 - 0 - 8
Day 8 - 3 - .25 - 0 - 8.2
Day 9 - 3 - .25 - 0 - 8.2
Day10- 2 - .25 - 5 - 8.2
Day11- 2 - .5 - 5 - 8.2
Day12- 1.5 - .5 - 5 - 8
- Added 5 gal conditioned water
Day13- 1 - .5 - 5 - 8
Day14- 1 - 2 - 10 - 8
Day15- .75 - 2 - 10 - 8
- Added 5 gal conditioned water
- Added ammonia dose #2
Day16- 2 - 2 - 20 - 8
Day17- .25 - 2 - 10 - 7.8
Day18- 0 - 2 - 10 - 7.8
Day19- 0 - 2 - 10 - 7.8
Day20- 0 - 2 - 10 - 7.8

Given the numbers I am reading I have no real reason to believe my test kit is no good, though I will be sure to have the water tested at the LFS when I go to buy fish.

I just want to be sure my cycle is not stalled as my nitrite and nitrate levels seem to be sitting still, any insight?
 
Probably not stalled, just need more time. Took somewhere around 6 weeks for my ten
