Pre-filter the tapwater before using it.

Get a large plastic storage container or a new plastic rubbish bin and fill it with tap water.
Add a dechlorinator to break down chlorine and vigorously aerate the mixture for 30 minutes or so.
Then add a filter that contains Ammogon (ammonia adsorbing granules) or Zeolite to the container of water and leave it running until the ammonia levels are 0.
Use this filtered dechlorinated water to do 75% water changes on your main tank.

If you can't get Ammogon or Zeolite, you can have floating plants in a container of tapwater and they will use ammonia. The plants will need light for 16 hours a day and they remain in the water until the ammonia is gone.
Floating plants like Water Sprite (Ceratopteris thalictroides/ cornuta) and Duckweed are good plants to use for this.

You can also use floating plants in your main tank to help get rid of the ammonia.
