What fish can I put with guppies and neons got a 28inch tank

Guppies and neon tetras aren't really compatible.

Guppies are hard water fish, and tend not to live long if kept in soft water. Neon tetras need softer water to thrive.

You need to find out the pH and hardness of your water (you should be able to find out on your supplier's website), and then stock fish suitable for that.
