Hi all, I am planning on getting a tropical fish tank around 25L in size. What type of fish and how many would be OK (Neon Tetra), etc.
 
Hello. One inch per gallon of water is usual rule of thumb for community fish. Which includes neons and tetras. Cichlids would be less due to being territorial and creating more waste.

A 25 liter aquarium (roughly 6 gallons) is too small for most fish. You could have a single male Betta. You could also have a group of very small fish (what we in the hobby term "nano" species) but these are rare and being wild caught will have more specific water parameter requirements. We would need to know the GH (general or total hardness) and pH of your source water (tap water).

It will make life much easier if you can acquire a larger tank. Even a 10 gallon (38 liter) tank is small and frankly not much different that the 25 liter. A 20 gallon (75 liter) gives you better options. And a "long" (30 inch/45 cm length) rather than a "high" (24 inches/60 cm) length 20g would be better still.
 
Depending on your water parameters, you could also do just shrimp in that 25l.

With a 25l tank you could forget about water parameters, use RO or distilled water, shrimp salts, and a buffering substrate if you wanted to try some fancy shrimp,
