Filter too strong

Hi there I have a 9L tank (2.4 gallons) designed specifically for Betta Fish. I got one male Betta today and the filter is stopping him from swimming and heā€™s just hiding in one corner of the tank. Iā€™ve turned it off and he still isnā€™t moving! Iā€™m new to this and had one betta not long ago who died after 5 days so now Iā€™m very worried! Please help!!
 
Too small for a betta. I would move him into a 5 gallon or larger. The small tank may be resulting in the strong flow as well.
 
What type of filter is it? If it's a power filter, you might be able to solve the problem by using a small air-driven filter, such as a sponge filter. Their flow is much less than a power filter's, and in such a small volume of water with a single fish it would provide enough filtration.
