Do indian almond leaves stimulat bettas for breeding?

I have CT male he is now 8-9 month old but he havent created bubble nest yet. But VT tail male build bubble nest at age of 6 month. I use same things for all bettas but why some making bubbles and some not?
 
Dead plant leaves (including Indian Almond leaves) in the water do not make any difference to domesticated fish breeding.

A few wild caught fish like tannins in the water but the tannins (brown staining from plant leaves) do not actually encourage breeding.

Fish are all different just like people are all different. Some males will build a nest anywhere and others won't build a nest unless they are really comfortable in their tank.

Make sure you have lots of floating plants and not too much surface turbulence/ aeration. Feed them well. Keep the water clean.

Make sure both fish are healthy and when they are ready, they should build a nest.
 
What are you feeding him?
Water parameters?
What plants are in the tank? any floating ones?
Type of filter?
Photo of the tank?
Photo of the fish?

The reasons could range all the way from immaturity of the fish through to water quality issues.

PS

Just because a Betta builds a bubble nest doesn't he is happy and vice versa.
