Can we breed powder blue with flame gourami?

They are the same species of gourami, just different colours, so yes you can breed them together. As to what the babies will look like, they could be anything from blue to red or anything in between.

Opaline gourami and powder blue gourami are same or different?
 
Opaline or 3 spot gouramis (Trichopodus trichopterus) are a different species to powder blue gouramis (Trichogaster lalius).

Dwarf gouramis (Trichogaster lalius) come in a number of colour forms including the original (blue & red striped), coral blue (powder blue), flame (red all over), and a few other similar colours.

Opaline/ 3 spot gouramis (Trichopodus trichopterus) come in blue and yellow colour forms and grow much larger than the dwarf gourami.

No they are different species.

Powder blue gouramis are dwarf gouramis Trichogaster lalius and can only breed with other dwarf gouramis, of any colour.
Opaline gouramis are three spot gouramis Trichopodus trichopterus and can only breed with other three spot gouramis of any colour.
