Betta fish diagnoses?

I have a male Betta. I am aware of his fin rot and I am currently treating it. But, I was curious about the whiteness around his belly area. I am unaware if this is normal or something that I should treat. He is currently in a quarantine tank while treating his fin rot, it is a 1 gallon tank with a heater. After the treatments he will be moved to a 3 gallon tank with heat, live plants and a proper filter. Thank you for any suggestions or comments.

The pale area under his belly is normal and nothing to worry about.

Make sure you don't overdose when using medications in unfiltered tanks. It is generally safer to use most medications at half strength if you don't have a filter on/ in the tank.

It's also a good idea to change all of the water each day (using dechlorinated water) while treating a small tank without a filter.
 
The white bit is his belly. Looks fine, betta fish are prone to bloating and if that area swells up it is probably due to bloating from overfeeding.
 
My god have a look at the poor state of that fish.

Can you please answer the following questions.

How big is the tank?
Has it got a heater? What is it set to?
Has it got a filter?
How strong is the current?
Is it cycled?
How often do you change water?
How much water do you change?
Do you vacuum the substrate?
What additives or chemicals do you use? Eg De Chlorinator?
Do you use tap or bottled water? If bottled water please give us the brand.
Do you have a water test kit?
Can you tell us the readings for ammonia, nitrite and nitrate?
When you clean the tank can you tell us exactly what you do.
What do you feed him? how much? how often?
Any tank mates? What sort how many?
How long have you had the Betta?
Has he got a history of illness?
Any plants or decorations? Please give details?
Can you provide a close up photo of the fish?
Can you provide a photo of the tank?
