Extra air might help, as ammonia affects the fish's gills, reducing their ability to take oxygen from the water.

The best thing you can do is plenty of water changes, making sure the new water is warmed and dechlorinated, and think about getting a bigger tank. Especially if you have a CAE, which can grow to nearly a foot long :/

No, you shouldn't add fish. Bacterial blooms can strip the water of oxygen, and they're an early part of the cycling process; your tank won't be cycled if it's having a bacterial bloom.
 
Are you using ammonia to cycle, as well as the filter boost?
 
This applies to Reef Tank as well? My water became cloudy and I've done plenty of WC and it didn't help very much... I was told that I added too much carbon source.
