Bacterial Bloom?

Hi, I've a 180L tropical set up, which I've had running fine for 18 months. Last week I did my normal housekeeping routine which involves a gravel vac, clean of the filter, a 10-15% water change and a clean of the inside of the glass.
I've been carrying out this very same routine since I've had the tank. No new fish have been added for the past 4 months.
However, last week after carrying out the water change the water went incredibly cloudy. It's now finally settling down, but I can see there is a lot of slime on the inside of the tank. Never experienced this before, and I suspect its a bacterial bloom, unless anyone else has other ideas?
Whats the best way to tackle this?
 
hm i am not sure about this usually a bacteria bloom makes the water white or cloudy. but the slime i don't know have you got any pictures off the slime? dose it look like anything from this site here

Is the water from tap water clear?
 
Also over cleaning the substrate and filter can result in bacterial blooms.
