Atm, I have in my tank 1 pepper cory(I plan on getting 2 or 3 more) and a polkda dot loach. Can someone please recommend some fish for a 15 gallon that will hang out near the top of the top? I don't want any guppies but neons would prolly work. I was thinking about a beta but I think I would rather add a little school of fish instead. I'm not sure what else besides neons would work.
 
Harlequin Rasbora are really nice, they stall in the middle and top. Cardinals are cool, they stay more in the middle. You could get some Hatchetfish, which stay at the top of the tank but make sure you have a tight fitted hood as they can jump.

I'd be worried about that polka dot loach- http://www.fishforums.net/index.php?showtopic=34951
as it says, they get up to 4 inches and need to be kept in groups. Maybe consider swapping him at the pet store for other fish?
A school of neons or cardinals would also work, if thats what your interested in.

Pristella or x-ray tetra (scientific name is in my signature) are also really neat, they stay small, and mostly swim in the top to middle area.
 
I'd take the loach or cory back, and build up the other group. Then I'd go for a school of harlequins... maybe 6-8. They are great fish. I have a small group in a 10-gal myself. Or you could do a trio of honey gouramis and a trio of cherry barbs. All very pretty.

I plan on upgrading to a 29-30 Gallon tank later in the year, so I'm keeping the loach/cory as they are still pretty small. I just got threw a tough battle with ich and they are the lone survivors out of the 3 loaches and cory's I had. I would love to get more loaches but I have to get the bigger tank first and the lfs where I got them from has ich all over their loaches so it's out of the question either way. I'd rather just keep him as he should do well till I can afford the bigger tank.
