I have noticed one neon tetra is being chaced by another quite agressivly and then they get together they twist and turn in a figure of 8, are they fighting or are they upto something else!?
I have 11 in the tank so small numbers is not the problem, saying that the 2 in question, one is bigger than the other.

I have this in my planted tank, I wondered if they were trying to breed as a few of mine randomly do it.

They might be trying to spawn, but the chances of the eggs surviving let alone the fry (which will be microscopic) are very minimal. It could also be a minor spat, hard to say, but it sounds like pretty normal neon behaviour (they're very peaceful fish by nature and get along very well with each other, but they can have pecking order disputes with each other like any other fish)
