Guppie's Tail Stuck Together

One of our guppie's tail appears to be all stuck together and not free-flowing like it used to be.

I have just finished a week of treating the tank with Nutrafin #8 (finrot), but it wasn't for this particular guppy.

Any ideas what it could be?

Sounds like what is called "clamped fin".
It is more a symptom of a problem, rather than the problem.
What are your tank test readings for ammonia, nitrite and nitrate?

They've been fine - ammonia 0, nitrite 0, nitrate 20ish

Have done 30L (out of 70) water change so hopefully will sort it out.

Any scratching/flashing on objects in the tank or sitting at the bottom? Also, look for any white hairy patches on the skin. Clamped fins can be a symptom for many different problems. Parasites, bacterial infections, finrot, fungal infections, or even a buildup of high nitrates (you could be getting a false reading as this can happen a lot), temp or pH of/in the water can cause this. I would suggest doing a 20% water change to see if he improves and be sure to let us know if you see any other symptoms. Also, what kind of test kit are you using?
