Increase surface agitation and put a fan over the surface of the water. More movement + more air = more evapouration and the temp will drop, but you'll need to make sure you keeping topping up with (cold) RO water.

Either that or buy an aircon unit or a chiller... given that it's may and you already have the problem, it's worth thinking about.

My first question is...
What is your ambient air temperature?
If your air temp is higher than what you want to keep the tank at then you are not going to get any benefits from a fan on the tank or more surface agitation and a chiller would definitely be needed. Are you sure that your heater isn't malfunctioning and heating the water to a higher temperature than what it is set at?

Agree with superman... Also, do you have any older powerheads which may be on their way out? Old powerheads can create lots of friction and heat, you'd be surprised

Iv discontected my heater so it wont be that! no old powerheads! i duno the air temp i will find out tho!

Will a uv and two filters in a cabinet warm the water up? i can get it down to about 28c with surface agitation and a fan! but like said i understand if my room is at 30c then my tank wont go down...!

The UV will definitely heat the water.

Just another option for you which seems to work for me

I run my Mh unit for about 5.5 hours a day later on from around 4pm with blue actinic t5s on for a few hours before hand but also I leave my curtains pulled creating shade in my front room while im at work with a window open giving ventilation, this brings the ambient temp down at the hottest part of the day which means my tank hits 28C even with all this hot weather, and as My Mh unit doesnt go on till late the temp drops a little before it goes on which helps.

Choice of mount means little as far as the operation of the bulb is concerned.
