Otto With Pop Eye And Red Around Head, how to treat

He is in a 20gal planted with another otto and a sparkling gourami. I've had him for a month and i'm guessing that this is a bacterial problem. Here is a picture of him

he is also pale but he is eating sad.gif .
The water stats in the tank are:
ammonia-0
nirite-0
nitrate-30
ph-7.6

So what would be the best way to treat this? also would it help if i added aquarium salt because there isn't any in the tank.

Bacterial looks like it could be septicemia.

No salt tetracycline, but issolate the fish.

It looks like a bacterial infection. I would treat with a broad spectrum antibioitc, as popeye can be tough to treat. Also, raising the temperature in the tank will help make the antibiotics more effective. However, rasie them no more than 2*F per day

Otos are not a vary hardy fish at all. I would pull him out to a QT tank and do as they say above. Just remember, they are not vary hardy.
