Can Shell Dwellers and Cherry Shrimp with neon tetras go together without any fighting or harming of the shrimp?

The water requirements for neon tetras and cherry shrimp are totally opposite to that of shelldwellers. Further to that, shelldwellers would harass neon tetras to death and possibly attack cherry shrimp. Not a good combination. |
